The Demise of the 28-Clause Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from different nations. Significant resources is devoted on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "settlement".

After-Dark Attacks

As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from enemy soil, a capacity afforded by up-to-date information. From observation points, defense planes that had been deployed to counter approaching aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly transforms into sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from devastation and another blackout.

Continuous Dangers

Not long after, a large-caliber weapon engaged a drone close by, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Intermittently, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and heating outages in numerous residences as a result of the night's assault. As always, everyone still went about their day – living the war. But those entire period demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, discussion and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, persist.

Tactical Assessments

It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is impossible to force Russia to abandon the areas that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its benefit in the coming year.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a complete military breakdown until situations evolve in its advantage.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on continued Western support.
